The Homing Project is one of two nonprofit organizations in Tucson trying to address a growing unhoused population that is affecting cities across the state.
The judge ruled that Phoenix is maintaining a “public nuisance” and city officials must show evidence at a July 10 hearing that they’re cleaning the area.
The bill requires cities and towns to tear down homeless encampments and charge the person or people living there with trespassing if they’re on private property.
