It sounds like a riddle: Mike Shipley is going to gather signatures to put a question on the ballot about changes to the rules for gathering signatures.
The Phoenix man wants to force voters to have the final say on laws the Legislature changed this session regarding initiatives and referendums. Shipley will have about three months to get more than 75,000 signatures to put the measure to a public vote.
In Arizona, anyone can challenge a state-approved law by forcing a public vote, and it’s that process that the Legislature and governor sought to change this year.
If Shipley succeeds in getting the issue to the ballot, voters will decide whether to prevent those who gather signatures to be paid for each signature, and whether to make it easier to challenge petitions.
