The Arizona House passed legislation Tuesday making the fine $15 for speeding up to 10 MPH more than the posted limit.
The bill also would not allow points on driver's licenses and insurance companies would not be notified.
Opponents said on its face the bill looks like a free ticket for low-level speeders, but it has a larger problem.
“This is going to have an enormous impact on cities and towns,” said Rep. Victoria Steele, D-Tucson, who voted against the bill.
Revenues from traffic fines are considerable for local governments.
AAA Arizona is a strong opponent of the bill.
“Speeding is one of the most prevalent factors in a car crash,” said AAA Arizona's Linda Gorman.
The fine for being caught driving 11 MPH or more over the posted speed limit remains the same.
