Proposition 400, or the Core Services Tax, would have raised Tucson’s sales tax by half a cent for five years. The extra money was supposed to go to city services such as police and fire departments. Pima County Democratic Chairman Jeff Rogers says he supported the proposition, but anticipated it wouldn’t pass. Nathan Mitchell reports:
