Senate President Andy Biggs, who says the state budget isn't controversial. "I think it's been misinterpreted by some, mischaracterized by others. But I think we have a budget that I believe is structurally sound, structurally balanced."
Senate Minority Leader Katie Hobbs and House Minority Leader Eric Meyer. Hobbs: "It's a bad budget. It takes Arizona in the wrong direction." Meyer: "We passed the budget in the dead of night that, actually, none of us had seen."
